GOVERNMENT HOUSE.

HONGKONG. 5th November, 1920.

My Lord,

I have the honour to inform Your Lordship that a Mr. E. P. C. Fencott, a European, was admitted to the Lunatic Asylum in this Colony on the 21st August suffering from General Paralysis of the Insane.

Mr. Fencott is reported to have a brother, Mr. J. Fencott, living at No.3 Berkley Cottages, Colling- wood Road, Stoke, Devonport, and I shall be glad if he may be consulted in the matter, and asked whether the relatives are willing to accept responsibility for the cost of repatriation to England. If they are unwilling to do so the cost will be defrayed from the funds of this Government, as it is undesirable that European lunatics should remain here indefinitely.

I shall be glad if Your Lordship will inform me of the result of this enquiry by telegraph in order that the necessary arrangements for Mr. Fencott's repatriation may be made.
